Thanks for asking the question on your foundation planting. Dwarf evergreen shrubs will look wonderful in the space you have. You don't want any specie that will grow tall. Here are some suggestions:
1. Chinese Pizazz - Loropetalum family - small evergreen with purple and green leaves year around. Pink - red flowers bloom in spring and summer.
2. Mop Cypress - evergreen variegated yellow and green leaves. Great with the Chinese Pizazz.
3. Globe Arborviate - great sold green evergreen -
4. Any type of small Holly shrub - Soft Touch, Helleri, and Carissa
5. Many soft leaf Junipers will look well as accent plants to the ones above.
6. Indian Hawthorn - great spring time bloom in white or pink flowers.
7. Dwarf Hinoki Cypress - wonderful green year around shrub.
