In your zone of 4b there are some flowering shrubs you can use. I have a feeling you may get cold winters with snow. What your goal is to make sure the ground is properly prepped before you plant. All soil should be angled away from the bungalow so you don't have any water problems. Here are a few suggestions that come to mind.
I assume you will be getting some sun if not a lot of sun during the day.
1. Viburnum
2. Clethra
3. Some Azalea varieties
4. Spirea
5. Northeren Lights Ornamental Grass
6. Possibly Indian Hawthorn
7. Variety of smaller Junipers
8. Cypress- Mop is a great variegated yellow and green shrub.
9.Dwarf Hemlock - evergreen that would look awesome with flowering shrubs.
10. Small variety of Lilacs or flowering Quince
You can also considered some flowering herbs, both ornamental and culinary. Many herbs will grow in your climate setting. Consider also putting a couple of decorative containers with herbs or flowers in them along the front. Incorporate them within the bed with other ground species.
