My Flowering Cherry tree is dying, Please help!

Hi, I was looking for some answers to my questions in the web and I saw one of your answers to someone else's tree problems. I really like the way you explained the situation. My Flowering Cherry looks like is getting old but I just bought it maybe 9 months ago from Home Depot. Even the branches that look green are starting to get wrinkles like is aging somehow in a rapid way!. My soil is mostly clay but we put some good soil when we planted it. Right about April the tree had beautiful white flowers and it looked like it was doing just fine. But after that is going down hill... What should I do? I dig a little to see what was going on around the base and I see moisture clay, my mom has put some of the miracle grow and some of the root stimulator (vigoro). It seemed like it worked for a little bit but it started dying again. Should I dig the tree out and re-plant? What should I do?, Please help. Frances.
