Oleander Leaf Scorch

I have leaf scorch on mature oleanders. Leaves are turning yellow and brown. There is no cure. If I cut them down but leave the roots, new stalks will grow. But will the new growth and leaves also be infected with the virus that attacked the xylem and killed the old plants? Taking out the roots is an expensive job because they are extensive.
