Pit filling up with water

I live in a complex and there are a series of telstra pits in the backyards. My yard is the last one with a pit in it, the bottom yard. There is a PVC piping with the cabling going through the pits. The telstra pit in my backyard keeps filling up with water and I have to scoop it out. The base of the pit is clay and the water is not soaking. Do I plug the PVC pipe and lay cement on the bottom of the pit? Any help would be appreciated.
