Hi, Kimberly here from landscape solutions for you. Thank you for asking the question on laying top soil over pool sand to grow grass.

Yes, you can. I recommend four to six inches of good quality top soil. I am not sure of your geographic location, but if available, combine saw dust and black soil. This is a great combination with sand. Also, make sure you have the right type of grass seed for your climate.

Mix in your top soil, add seed, and go on a good watering schedule. You can also put hay along the area you seeded. The hay will help retain the moisture so your grass root system will develop.
