Weeping Cherry Tree

I recently planted a weeping cherry tree nearly three months ago and it quickly went into a dormant stage after(what I thought was)proper watering and fertilizer each branch started to bloom with new growth. This continued for nearly two weeks. Before the leaves were fully developed I noticed the leaves slowly dying and after 5 weeks the branches are slowly dying. My watering schedule hasn't changed much but I was wondering if there was anything I could do to stop the regression of this tree?
