Wet and soggy - drainage problem

My yard abutts with my neighbors. Since he put a huge pile of logs by an existing fence, water has backed up into my yard. The yard is already sloped somewhat, and the water is beginning to pool after rains, and can remain for 2-3 days depending on the amount. I was thinking of planting items that would thrive in such conditions, but it is also a shaded area from our 40+ oak tree. I remember seeing a simple filtration blurb awhile ago, in a magazine about sand, small pebbles, and larger stones layered, but do not remember what exactly it stated. ANY ideas would help. I am open to suggestions.
